How did Debra Jo Rupp come up with Kitty Forman's laugh?

I read somewhere/or heard in an interview once that it was an accident
that resulted in Debra Jo Rupp inventing Kitty Forman's signature
laugh...just wondering if anyone knows anything more to the story of
how Kitty Forman's laugh came to be?
